I believe so. Otherwise, you might have people pushing their religion on you. It should be separate. Our country was set up with that in mind. People settled here looking to escape religious persecution. So, naturally, they would set up the government in this country to keep them separate.
Now, is it always that way, no. But it's supposed to be and good on the Supreme Court for pretty much sticking with it.
